Adding content that would lead to overflow will lead to the content not being added, and the border being changed to a red color. scrollHeight and clientHeight should both be 200px throughout this process. If you are using Firefox or Opera, they will probably report a scrollHeight of 220 (real scrollheight + border-top + border-bottom) once the overflow point is reached, even though the draft specification for scrollHeight states that this value should always be reported as padding-top + visual content + padding-bottom.
